If you are out and about and not on "authorized business" as defined by your state or municipality, you can get a fine or jail.
If you are in convicted of a crime and in jail, you can be released from prison early to prevent overcrowding and COVID outbreaks.
How the hell do government officials square this circle?

What gets me unless that prison gets hit with the virus, they may be safer in there than out there as far as the virus goes, first they are in an environment that can be tightly controlled as to what comes in or goes out etc, they have health care inside, but what do they have outside????
