Why is it that the Chapter process for Soldiers who wish to get out of the military seem to take longer than for those who wish to stay in?

Not sure this helps, but of the Chapters I have seen (mostly for misconduct) seem to get hung up with the physical and mental evaluations. I know that some fight the process, stretching it out longer, but I have also seen a couple who have accepted that it is their time to go and want to do so get hung up in administrative bureaucracy.
I would say to anyone being chaptered and wants to leave, to stay in close contact with your chain of command and ensure you know everything that has to be done so you can expedite the process.
