Why is the forever GI Bill and the Vet Tech only eligible for people who were in the Gulf War?

Why is the forever GI bill and the Vet tech only eligible for people that was in the Gulf War etc? I think that if you serve and the VA wants are skills to be competitive then everyone should be able to use it. To keep them sharp to be promoted in the service or civilian life.

Everything about this is wrong.
The forever GI Bill isn't open to gulf vets, it's for post 9/11 GI Bill beneficiaries.
Anyone who has any GI Bill benefits remaining is eligible for VET TEC.
The VA doesn't get to make laws about who is eligible for what GI Bill, that's a function of Congress.

Son, get your facts straight! 1. the Forever GI Bill Died shortly before I retired in 95. 2. The Montgomery Bill took over. In case you don't understand the VA is struggling to keep folks alive, not spend 40k on a degree which may or not make you a living.

Alright, SGM Frazer number one is that I'm a daughter not a son, and i have applied for both the forever and the VETtech and was denied because I wasn't in either category of the Gulf War or Post 9/11. Also, they did bring it back and you can get a degree for less than 40k. If the VA is really trying to keep Vets alive why is the facilities under staff, Vets needing mental health who, can't get it or travel along way to see a doctor. I am a witness and heard of so many Vets giving up Or waiting for a long duration to see any doctor or specialist. I don't just want the education for a job but, to help my fellow Vets, my family.
