I think there should be, if there truly isn't. Who wants a soldier in their command that can't maintain the Army Values? It's basic courtesy, when you think about it. If a soldier can't maintain basic courtesy, do they really need to be in our profession? I mean think about it, these are all the untangaible. I think Article 134 Ch 14-12B or 12C is the best you'll find. Writing a new chapter might just be to tricky. I mean if we as NCOs can get rated on the Values, shouldn't those Leaders who are not Upholding or living the Army Values be able to be Chaptered for it?
