Why is there such a long wait for reserve component officer and warrant federal recognition/promotion?

Can anyone tell me why the process takes so long for RC officer/warrant promotions to run through the FedRec cycle? I'm an ARNG officer and I've had my state promotion orders for CPT since the middle of April. I've been tracking my packet on the ARNG-G1 website and it was awaiting addition to a scroll until a month ago and last week the scroll was ready to start the approval DoD cycle. Thoughts?

Until this issue receives media and congressional scrutiny, in my opinion there will be no improvements to the efficiency of this process. Bottom line -- it's not broke but it is barely functioning with significant bottlenecks throughout the process which in many cases renders the DA Board process a viable option when it otherwise would not be. Just my personal observation.

Does anyone have any insight into this process? I can't seem to find anything and it would be really helpful to myself and others if someone that knows the ins and outs could educate us on what happens to a promotion packet once it's sent up for FedRec.

Update on this:

Looks like exactly 6 months after I got my state orders I've finally moved into the DoD approval cycle. Now on day 1, my status looks like the attached screenshot. I'm going to check this everyday and post another screenshot every time it changes so that we know which desks the packets cross, the exact order in which they cross those desks, and the timeframe that people can expect for each one.

Found this post on another site. I did a lot of Google research and hadn't seen this post before but there are a lot of people posting about their personal experiences with this process. The thing is that nobody is having the same experience, or so it seems. At any rate, someone that was on scroll 08-16 tracked the changes he saw on the G1 Personnel Gateway and put the number of days in the DoD Cycle that he was on when his status changed. Worth a look, lots of recent comments.

Status update: Moved a little. Says it's at JAG now after 96 days. However, I think it might have been there sooner. Know a guy in the scroll behind mine that had their status change to @ JAG as well today. So, I'm guessing that they're not very diligent at updating status on this thing like I've heard.

My husband is on scroll P01-17 which as of 1/18/17 is at "98 days/OTJAG." Selected for promotion by the State in February 2016, working in slot since 6/1/16, packet at NGB since around 6/20/16. It's hard for him to break from his civilian job to check on this so I talked to Ms. Renee Marshall in the NGB Fed Rec office today (her number can be found on GKO). She explained that even though the Gateway tracker "should" be updated every 2 weeks, prior to 1/13/17, her office had not received an update since November! So....even though it appears that the scroll just moved to the JAG office this week, it could have already been there since November/December. She said the average time at the JAG office ranges from 45-60 days and is the longest stop in the process. She also stated that there is a possibility that the scroll could have moved out of the JAG office in the last couple of days but we won't know that until the next update gets posted. Overall, she said the process usually takes 6-9 months from the time the packet is received at NGB, so "hopefully" this will be finished by March. I know this is a very frustrating process, but I hope this info helps. Good luck and congratulations to all on their promotions!

New Update: As expected, my scroll went over 120 days in cycle and the status bar turned to red. As we've seen before, that seems to be the max time these things are supposed to be in the process.

I actually had almost the exact same experience for my 2LT to 1LT. It took 7 months after I received my State orders before I was put on a scroll, but they spelled my name wrong (or messed up something?) so I was moved to the next scroll 3 months later. It's now been 13 months and I've finally hit 122 days in the DoD Approval Cycle and it finally turned red. My peers received their promotion within 2 weeks of that so hopefully you're not too far away!

I was able to speak to a gentleman at NGB this morning (3/10/17). He confirmed that P01-17 is at OSD which is the last step in the 14-step process. He did not know how long the scroll would be at OSD, but he said there is "light at the end of the tunnel!" Hopefully it won't be much longer!!

According to our State HR office today, my husband's rank has changed on the P01-17 scroll from MAJ to LTC. It was explained that this happens when the scroll reaches the SEC DEC office and is usually within 1 month of the orders being published. (We do not know what date the rank changed, just that it has changed.) Hopefully, we are near the end of this very long process!

I've noticed others posted updates today about their scrolls, which are after P-01-17, finally moving to OSD on the tracker so I am hoping that P-01-17 might be moving also! Even though the G1 tracker has not been updated, NGB has informed me that scroll P01-17 has been signed and published. They said check with your state OPM for a copy of your orders. Congrats to everyone else on that scroll. I'll post the date on my orders so that the people on the next scroll can have an idea of how close they are to having orders in hand.

I heard back from NGB regarding U01-17. This scroll was approved by the SecDef on 28 March 2017. They said they typically get orders out 2-4 weeks after the approval date. So I guess that would be within 4-18 days from now.

U02-17 Published: SO# 82; 2017-04-20, so for my prospective I was on top of getting my promotion as I'm not a young Soldier and in a time crunch. My packet went to State 120 days out 28 Jun 16, I had my FED REC board in July sometime, my packet went to NGB on 1 Aug 16, Waiting assignment to the scrolls on 5 Sep 16, and waiting acceptance to the scrolls on 18 Sep 16. My State promotion was cut 28 Oct 16, DOR +5 years, and started tracking days on 10 Nov 16. 162 days scroll days and 298 total days later I have just received my 12th and last promotion for my long military career. Would any of this helped in the last administration? Don't know. All I can share is stay on top of your career, nobody takes care of you better than you.

your orders are produced by the state you belong to and filling that position. The reserve corps works off the federal system and federal line number. Therefore, waiting until that number is filled on the national scale. Just bigger numbers to deal with, the red tape on a larger scale combined makes for that long wait.

Anyone who is on P02-017 will be happy to learn that the order was published by NGB on 19 MAY 17... that was appx. 191 days on the counter. I'm sure timelines will vary on when those of us on the scroll will actually see our orders in iPERMS.

Jeremy...too easy. "Because there's no war going on." Consider. I enlisted in 1966 and held enlisted rank to E-7. Flight school and WO-1 then CW2 in Vietnam. I took a 'battle field' commission to 1Lt of Infantry and was promoted to Captain exactly one year later. 4.5 years from the day I enlisted to the rank of Captain! War makes opportunity and while not the right kind (someone violently vacated their position), it is there nonetheless. In the door as an E-1; out the door 30 years later as an O-6 (I had a 10-year break in service). Conflict, circumstances, opportunity and the desire to grasp it. Be patient. We'll be fighting someone within this coming decade and who knows...you'll make O-7 within weeks of planting yourself down-range!!! Be patient, your turn's coming. John

P03-17 Update: I called NGB this morning and have bad news. Apparently we are still at JAG, there were some hiccups with some people's backgrounds. P04-17 skipped us and we are at least a month out. I was told differently from my second-hand sources, so this is not good news at all.

New question. For those of you that have published orders and are at the end of this goat rope, how far back are you getting back paid? I have a CW2 in my unit that waited a week short of 365 days from state orders to published fed rec and they back paid him all the way back to the day the state recognized his promotion. I'd like to know if anyone else had that experience.

Am I the only one having difficulty accessing the antiquated, poorly designed, and sub-sloth driven G1 website (link below)? Regardless, if and when I do log in, I will continue to see the disappointing results of this comical FedRec process. In December, the state published my promotion orders, yet as of today, or so I think, my packet doubles as a coffee coaster on the JAG's desk. I would list my Scroll number, but for now I must wait until the G1 hamsters spin their wheels fast enough to generate the minimum power to bring up the servers.

There is an actual calendar, and then there is a DoD calendar, as in 90-days equal a year. But then there is the FedRec calendar, as in 90-days equals 10-years, or more, or forever.

Update for P07-17; Currently my status shows "Awaiting Dir of Mil Pers Mgmt; P07-17; 122 Days in DoD Approval cycle" and RED. I decided to email the folks at NGB and this is what I was told by CW3 Poppy...

Sir,
As of 21 Jun 17, that scroll as at DAS (Dir of Army Staff). There are a couple of offices in the process that are NOT listed in eTracker after this office. It has a few more offices to go before being signed. Once signed, it has been taking anywhere from 2-4 weeks for us to receive the signed scroll so that we can publish orders.

I do not know what the 'color coding' represents. I have asked the contractors to provide us the perimeters (meaning) or remove the color coding all together. (We have heard nothing from them!) The colors are off if you ask me....the further you go through the process, it should be going 'green' not 'red'. At the beginning, it is 'green'. (?) If you are at 123 days, you are doing good...trust me! Some are much longer and were submitted prior to your scroll. We have no control over the packets after they are sent to the Pentagon (HQDA G1).

So pretty good news even though the tracker doesn't reflect this. Keep your heads up!

Just think, that in the time that it takes to complete the FEDREC process for U06-17, it is equal to or more than:
1. A deployment, complete with PMT, DEMOB, and leave
2. A full year of college, to include summer session
3. A full-term pregnancy, followed by maternity leave
4. The time it takes to train a fighter pilot (average is 8-9 months)
5. An adjudicated TS clearance, complete with full scope poly
6. The Special Forces Qualification Course, minus language school (and that seemed forever)
7. Six(6) Ranger School Classes, possibly seven (7). Heck, a Ranger School student could recycle each phase twice and still graduate before U06-17 is completed
8. Lastly, I could watch my child grow from birth to that one-year mark when they are walking. Or in my case my child reached the age to graduate college, and then started to have a family of his own, thus beginning #1 all over again in an infinite cycle, much like Groundhog Day.

It kind of puts things in perspective!

What is your Date of Rank after Fed Rec? Is it the date on your state promotion orders, or the date the SEC DEF signs? If it actually is the date the SEC DEF signs, then what is the point of state promotion orders if CPT and above don't receive back pay and time in grade?

Hello all,
I apologize for being off the grid since my last post, which was exactly 30-days ago. Recently, I took a break from checking the ARNG G1 site and instead took to follow the well-known aphorism that 'a watched pot never boils'. Well, that, too, did not work because I checked the G1 site today and there is our scroll, growing mold from the coffee stains and sitting at the JAG. To use the analogy above, in this instance not only is the pot no longer boiling, but there is no water in there; it evaporated. In fact, the owner of the pot moved out of the house, which has since been torn down to make way for an IMAX theater and an 8-lane freeway with HOV lanes. All of these were constructed and opened in the time span of this FedRec process.

Just spoke to CW3 Poppy about L02-17, and this is the response I got:

"This scroll is at OSD (SEC DEF) awaiting approval as of the status report dated 24 Jul 17. Request that you go through your State OPM to get status updates. We only get them once a month and we push them to the OPMs via MilSuite. Due to the number of inquiries on all the scrolls from individuals, we can no longer keep answering individuals. It is starting to affect our abilities to process scrolls."

So I guess we should all stop emailing people at NGB.

L02-17, day 196, OSD. Guess we'll be breaking 200 days on the tracker.

ARNG Officers and Warrants used to only go as far as NGB for FEDREC. There was a special board and process. In 2014 or thereabouts that changed we now go through the same wickets at the Pentagon that our Active Duty and Reserve Component brethren do, which tripled the typical wait time, since we're all in the same queue now. It took me 8 months after getting my State order to get FEDREC'd. This is the new reality, so prepare and submit your future packets as soon as possible!

I just got an email from my G1 that P03-17 published. Only took 266 days on FedRec (at least since it was last updated) and over a year since submitting my packet. I can definitely say that because of this I will be ending my career at least 4 years earlier than I intended as it has thrown me back almost 2 years in terms of timing for the next grade.

I have a question for you, did you receive your commission through your state or were you federally commissioned through ROTC or OCS at Fort Benning be. I believe if you are state Commissioned there's some extra steps that may be required for federal recognition. Since all reservists receive federal commissions we do not go through a recognition process.

I spoke with a 1 Star who provided the following information. The NGB is getting hounded weekly with complaints. They know this is a problem. Right now one solution on the table is to make smaller scrolls so they take less time. I am on scroll 13-17 and it has moved quickly to JAG within 2 months of showing up on the NGB G1 website. This is not going to help those of you on earlier scrolls, but if you are on 13-17 and later you may have gotten extremely lucky.

Yes, I am back, and yes scroll U06-17 is now deemed a relic. In fact, I think I am going to contact the archeologists at the Smithsonian Institution to examine the scroll by running it through a carbon dating process. They may, in fact, scratch their heads in wonder because the half-life decay far exceeds that of carbon-14. Their final assessment on the original date of scroll U06-17: inconclusive.
In all seriousness, I learned from our CCWO that another 180A (SF Warrant) went through the FedRec after me, and received his promotion within the past 2-months. Then he added that U06-17 is setting the record (for our state, not nationally) for the longest time it has gone through this idiotic process. Needless to say, my inner 'Ranger mad...ranger smash' came out, followed by flipping tables and getting into my car to unleash my road rage...on everyone, even to the cops that pulled me over after conducting a high-risk stop. While I was on the ground, and with my hands spread out, I turned my head and spoke out of the corner of my mouth to explain, in detail, about the FedRec process. The officers dropped their weapons at their side and almost like a church chorus, they collectively sang, "Ahhhh, we don't blame you! La la laaa.....we know about the FedRec, a national disgrace....la laa la!" It was magical. I dusted myself off, got back in my car, and drove away as the officers said, with tears rolling down their cheeks, "There goes another victim whose oxygen was stolen by the thieves running the FedRec process."

For those on U06-17, here is an update I received from Renee Marshall, who is a very nice lady. She has a very tough job fielding all of the calls about this FedRec process. I can assume that a majority of these calls are not meant to chat and shoot the breeze to see 'how things are going'. No, no, poor Ms. Marshall most likely takes the brunt of all the complaints about this process, which explains that when I spoke to her she sounded exhausted. Good thing it is a Friday. Nevertheless, U06-17 and a couple of other scrolls that are in the same predicament is on the radar in that yesterday there was a meeting held to address this issue. Ms. Marshall is tracking down what happened as a result of the outcome of this meeting, with the hopes the answer is in the positive and our scrolls are moving forward from that of a one-legged, sub-sloth pace to maybe a sloth with two legs.

It's the scroll system. If one packet on the scroll the whole scroll goes back . I had a friend that was on a scroll that was 4 months older than the scroll I was on yet I was promoted before her.

This FedRec process is similar to those moving walkways in the airport, except for many of us waiting on our respective scrolls it seems like we are walking in the opposite direction. That is, it takes extra effort just to maintain continuous momentum to go forward, then once we stop moving (e.g. the JAG office reviewing the scroll) the walkway sends us backwards, almost to the point where we started. Yet we struggle to get to that exact point where we stopped, and then continue with that struggle to move past that point (e.g. JAG or Asst Sec Army) to try and reach the end. Along the way, however, and because we are exhausted, we stop, only for the walkway to send us backwards again, past that first stopping point and almost to the beginning--again. The cycle continues almost interminably, sort of like Sisyphus rolling the proverbial boulder uphill, thus condemning all of us to the eternal FedRec process. As an added measure, every night I go to sleep by placing one coin on top of each eye, for I fear that U06-17 is dead. I am, therefore, prepared to pay Charon to ferry me across the river Styx to meet my fate at the hands of Hades, the holder of the scroll in the deepest bowels of FedRec hell.

Okay, admittedly my mind went off track on this posting; I have no idea how I envisioned this silly analogy.

Some have stated that their scroll published date was changed to the day prior to subsequent scrolls for that fiscal year. The NGAUS Executive Council met this weekend. We happened to be at the hotel many of them were staying at. One of our WOs talked with them and they were very interested in (and already aware of) the FedRec timeline.
I would recommend that NGAUS can speak better for us collectively than we can individually. I would recommend to all contacting them and asking for a specific person you can speak to to explain your situation.
Be professional, remember, most of these members are ex-GOs and TAGs. But, after thinking about it, I believe their voice is much more powerful.

I just received an email from the Command Chief WO of our state. He sent an email from our state Chief of Staff stating that there is grounds for ABCMR, which would correct your DOR.

The recommendation that was made is to submit the request for change back to the average days it should have taken you to get promoted.

This morning I called the phone number [login to see] ) for Renee Marshall, but instead, another lady answered, and in a manner like I bothered her. After I asked her about the status of scroll U06-17, her reply was, “What State are you in?” At first, I thought she meant my mental state, so I was somewhat taken aback, then I realized she meant one of the continental states. Anyway, the bottom line is that from now on, ALL of us on our respective scrolls must call their State G1, not the phone number above. I guess they are tired of their phone ringing off the hook. She did say, however, that U06-17 is at OSD, not at the SecArmy, as stated in the tracker. In total, the call lasted 47 seconds.

I don’t know that anyone on here is going to have an actual answer to the original question but many of us believe that it is a cost saving measure that unfortunately screws the soldier. Think of the money save over a 200 day timeline for all the Officers that are delayed promotion.

They got tired of people complaining how long they were on the scroll so they fixed it! Now all of a sudden, when I try to go to Career Center to view how many days I've been on the scroll, I get an access prohibited message. Guess they decided if I can't see it cross the 200 day mark in a couple days, I can't complain! Fixed!

I have a suspicion, that our Secretary of Defense is unaware that there are literally thousands of National Guard Officers whose promotions are currently waiting on his approval. James Mattis does not strike me as the kind of leader that would be pleased with that. According to the OPM website, there is a 2-hour delay for all government workers here in the DC area. For the workers at NGB, however, those 2-hours may as well be 2-days. That is, they’ll take any opportunity to opt for a day off, even so much as having a slight sniffle.

Don't worry guys, it's not that bad. you could be like me.

I was commissioned as a 2LT into the ARNG 5 years ago and I am still waiting for a promotion to 1LT (Finally 135 days in waiting on JAG). Of course, that is mostly because they lost my original FEDREC for 2LT, demoted me to an E-3 (on pay grade, which I was paid at for over 1 year before it was changed back to O-1) and then changed my Oath of Office and Commissioning date to over 2 years after my ACTUAL commissioning date because they tried fixing it and somehow lost my records and couldn't even find me in the "system", as it was explained. So, the advancement to 1LT is based on the wrong date of commissioning. But think of the Back pay when all of this is corrected. Also, let this be a lesson. Keep all of your original documents in an "I LOVE ME" binder in case anything is ever questioned.

Update on U11-17. I just spoke with NGB. The scroll is actually at OT Jag and the tracker is accurate. What that means is a little ambiguous though. The label of OT Jag includes CID and about 5 other departments. I was told that if there is an officer on the scroll the entire scroll gets put on hold and sent to an officer review board, that board has to convene and decide if they are going to leave that person on the scroll or pull them and send the scroll on without them. Being that this scroll has been at OT Jag for over 123 days now, I'm guessing this is the case. So I think our best bet at this point is to try to find out who is holding up the scroll and take care of the problem ourselves. If no one is on board with that, I guess we continue to wait at OT Jag.

U06-17, D08-17, and P08-17, are now three of the longest running promotion scrolls being processed in a while (and others are also catching up). Its funny, I still remember my commander saying that the fedrec process was averaging less than a 180 days when this process started, but I believe these scrolls are over 300 days now with D08-17 alone being at SECDEF for over three months (supposedly the last step in the process)... And still no one has provided the reason why this happening all of sudden. I understand if there is extra vetting now which would hold it up at a particular step in the process, or if a particular scroll has derogatory information for a particular officer that needs to be addressed. However, for all scrolls being held up at every single step makes no sense to anyone. And now many are at OSD, which is supposedly a relatively quick/final step (I have heard less than 30 days), so what is the hold up still?

On that note, when was the last promotion scroll signed? Something like six months ago? So no ARNG officers have had a federal promotion in that time? I am actually surprised there are not more letters to congress.

Did the G1 tracker site go down? I cannot get it to come up. Another sad fact is with the pending government shutdown, this will definitely affect all of us. In fact, it would not surprise me if the NGB will go ahead and justify that as a day-off and give themselves a 3, or perhaps a 4-day weekend.

And to think, during the shutdown, or any shutdown for that matter, Congress still gets paid. At the same time, however, their aides do not get paid, and they are the ones doing all of the work. This scenario reminds me of the old MASH episodes with Radar O'Reilly and COL Henry Blake, except in this instance Radar is like a Congressional Aide and COL Blake is the Congressman. Radar (aide) would then present to COL Blake (Congressman) a huge stack of forms, with COL Blake asking, "What am I signing?". Radar replies, "You are signing this form to acknowledge your are signing the other forms, but those forms do not need a signature because this other form says so, but you need to sign this form that gives me permission to present these forms to you, which you do and do not have to sign....sir."

Here is an update to my post that I put on here....7-months ago. Feel free to add in your personal experiences!
Just think, that in the time that it takes to complete the FEDREC process for U06-17, it is equal to or more than:
1. A deployment, complete with PMT, DEMOB, and leave
2. A full year of college, to include summer session
3. A full-term pregnancy, followed by maternity leave
4. The time it takes to train a fighter pilot (average is 8-9 months)
5. An adjudicated TS clearance, complete with full scope poly
6. The Special Forces Qualification Course, minus language school (and that seemed forever)
7. Six(6) Ranger School Classes, possibly seven (7). Heck, a Ranger School student could recycle each phase twice and still graduate before U06-17 is completed
8. Lastly, I could watch my child grow from birth to that one-year mark when they are walking. Or in my case my child reached the age to graduate college, and then started to have a family of his own, thus beginning #1 all over again in an infinite cycle, much like Groundhog Day.

Sp$ Byron Skinner. Don't know nottin' about officers promotions. Seems to like in the day a 2LT. gets killed or would that keeps him from returning to duty so other 2lt. would come a long and become a 1st. Lt. and take over the Platoon. XO's didn't get killed or wounded much. Troop Commanders had to do six months then to HQ and an 04 rank, the vacated 03 slot would be filled by an 02 with a couple of years in. After that I don't know what happened to them.

For enlisted an E-3 upon arrival in Vietnam could expect if he was half decent be an E-6 which got reduced to E-5 when he got back into the world. Seems like, as usual, the EM gets the short end of the promotion stick.

For those of you on P08-17, U06-17, and D08-17 I highly suggest submitting a congressional inquiry to your local representative. It was a very quick process, and I had a response back from them in a few days. It may not solve the issue quickly, but at this point there is serious incompetence at NGB that needs to be addressed. If the Guard leadership wants to hound on accountability and retention, it's laughable that they don't address these issues!

I have been meaning to post some of the info I have learned. I am not saying that it is all absolutely correct, but I do my best not to relay any information that is only hearsay. If anyone has contrary information, I will be happy to dig in to an accurate answer.
I am NOT an official voice. I am doing my best to relay info. I do not speak for anyone at NGB and I have not coordinated this with anyone there. My experience is primarily with UVP of Warrant Officers. I focus on those, but dont know the differences in the normal DA Select process.
1. First and foremost, the Federal Recognition requirement (and process) is NOT invented by NGB. There are many historical instances that support it. Check out the history of Colonel Sanders, Kentucky National Guard (yes, he is real). What we go through at our State levels is a board that RECOMMENDS Federal Recognition. Only the President can grant Federal Recognition, which he has delegated to the Secretary of Defense. Federal Recognition is the certification that you meet the requirements to serve alongside your Regular Army peers in the event we are Federalized and called to Active Duty under Title 10.
2. NGB only accepts packets from the States and scrolls them. Their 'standard' is to accept within 10 days and assign to a scroll within 45 days. Once this is complete, and the scroll is transmitted to DMPM, their part in the process is complete, until the scroll is returned. NGB is doing some additional initial screening in an effort to cut down on the delays for issues caught further down the line and assist with the process. Generally, NGB says they are meeting their suspenses for scrolling.
3. The whole process at DA and DOD is just normal staffing. Any time a document moves from one place to another, there is always a lot of work. SecArmy has to approve before a doc goes to SecDef. CSA approves before it goes to SecArmy, Dir Army Staff approves before it goes to CSA, etc. Its bureaucracy, but its SOP whether a change to a Reg, a Policy Memo, or a Promotion Scroll.
4. The Exemplary Conduct Screening (at OTJAG) was expected to add about 45 days to the process. A normal Scroll (without screening) is expected to take 4 months, but NGR 600-101 allows packets to be submitted 120 days PRIOR to eligibility (TIG met). The Screening is directed by SecDef and SecArmy (Army Dir 2016-26), nothing to do with NGB. While it is taking 10 months in many cases, the EXPECTED time is approx 6 months, meaning it is running about 4 months longer. That is not good, but it is what ABCMR, et al, are looking at. Early in FY17, scrolls were taking 5-6 months (presumably with Screening). There are THOUSANDS of promotions that go through Screening each year and I was told that initially, there was one person doing all that screening.
5. Promotions to CW2 and 1LT are backdated. I was told this was to date of the State Fed Rec Board. For that reason, they are only done every quarter (at least for CW2) and are very LARGE lists. Of course this means they take longer. We all know how important it is to be able to pin on that rank! But at least you can take some comfort in the fact that pay is also backdated.

As I have posted before, new packets are electronically transmitted through TMT. This should help speed things up, but also provides greater visibility. However, the NGB G1Tracker we all use does not interface directly with TMT. There are updates being sent out via State channels that are more up to date than the Tracker. It would be nice to have an accurate Tracker, but we dont and it doesnt affect the status of your scroll in any way. We may not be able to track it, but it doesnt mean it is standing still.

I post this because I understand the desire for information. It doesn't solve the problem, but no one wants to lose any of you and the experience and skill you bring. By my count, there are 630 WOs somewhere in the process that have been accepted by NGB awaiting Fed Rec. A few of us are here, but there are a lot more going through it. Everyone appreciates what we all do, we just have to endure this for a while, but we will get through it. Call it an exercise in resilience. :-)

Bad news for those on D08-17, apparently your G1 trackers showing it has been at OSD for over four months is erroneous. My state's G1 just relayed an update to me that showed that scroll as being reported in error. It is actually at DMPM as of 310 days on your trackers. Sorry.

As funny as many of these posts are...the real reason it takes so long Is that your packet has to go through, literally, 16 separate offices. This does not include what happens at your state. For some reason it has to go through like 3 separate JAG offices. This issue has been brought up by our leadership numerous times to NGB and per the usual NGB response was, "oh well." So don't expect it to get any better any time soon.

For those of you who haven't gotten the word, the FY18 Call to Active Duty order is out. I plan to throw my hat in the ring. However, I'm on scroll 01-18 and the deadline for CAD applications is 29JUN. I was put on scroll in OCT and 01-18 is currenlty at OTJAG. Thoughts on whether publication will occur prior to 29JUN? I'm thinking there is a 50/50 chance according to history. Any input is appriciated : -)

Someone on this thread has shown the timeline of the process but some of the things that hold up the process can be if one person on the scroll is not qualified it gets sent back for a restart. Also there is a wait till they get a good number of people before they send up the list to create the scroll. It takes just as long as an active duty or Reserve DA promotion board. My last board met in August and FEDREC/promotion was end of May.

Here's my/ L04-17's breakdown as of 2 APR 18. I put in total days it took to hit each green (completed) phase and our next (yellow) anticipated phase marked my how many days it will have taken to actually move to that phase. If that makes sense. 151 days we have been at JAG (and all offices it encircles). My counter only counts from when the scroll started ticking (23 AUG 17), not when I was eligible. Ridiculous haha.

I've said this before but it is worth saying again. I hope that the Secretary of the Army follows up with his comments to the Senate Armed Services Committee regarding back dating promotion orders for those officers serving in higher graded positions. Don't get me wrong, I am grateful to be getting promoted but at the same time I would like to be promoted on time. The back pay is not the issue for me but the lost time in grade is.

I am on U06-18, received state orders back in early January. My tracker sat without update and "0" days posted for over 90 days then skipped to 7 days and said at Office of Deputy Chief of Staff Personnel. Now, its at 15 days and jumped backwards to "Awaiting Off of Judge Advocate General". Can anyone shed any light as why it doesn't reflect the actual days its been in the process, why it seemingly moved backwards, and how long it will take to come to resolution?

Legislation: Back Pay for Promotion Delay
NGAUS expects bipartisan legislation to be introduced today, May 8th 2018, in the House and Senate that would provide National Guard officers with back pay to the date of their state promotions once their boost in rank is recognized by the Defense Department.

It would also require the service secretaries to review the entire promotion process and recommend fixes that would prevent long delays between state promotions and federal recognition of those promotions.
The National Guard Promotion Accountability Act will be introduced by Sen. Steve Daines, R-Mont., and Sen. Elizabeth Warren, D-Mass., in the Senate. Rep. Trent Kelly, R-Miss., and Rep. Carol Shea-Porter, D-N.H., are expected to sponsor the House version.

Guard officers often take on jobs of their higher rank following state promotions, but wait months for completion of the federal paperwork, which is when they begin receiving the higher pay. If Congress approves this legislation, officers still on the waiting list when the president signs it into law would receive the pay hike back to the date of their state promotions, which would become their dates of rank.

The pay would not be retroactive for officers already federally recognized when the law is signed.

“National Guard officers are 21st-century combat leaders saddled with a 20th-century promotion process,” said retired Brig. Gen. Roy Robinson, the NGAUS president. “The agonizingly long wait times hurt morale and contribute to some leaving the force. This legislation should help reform the process. Guard officers nationwide appreciate the sponsors’ recognizing the problem and offering these common-sense fixes.”

He pointed out, too, that NGAUS is the only military-service organization to take on the federal recognition process.

Under the current system, many Guard officers have waited more than six months for their promotion to be finalized. Defense Department data show that nearly 7,000 Guardsmen are currently cooling their heels and have been for an average of 285 days. In fact, the data also show that the fastest a promotion list, called a scroll, has been approved this year is 245 days.

This issue began receiving attention last fall after NGAUS officials heard about it from officers at various state association conferences. A survey conducted by NGAUS exposed the breadth of the problem and the association has made it a priority.

Warren, who sits on the Senate Armed Services Committee, even questioned Army Secretary Mark Esper about it during his confirmation hearing in November.

When this journey began I checked the tracker once a month. As my scroll finally started moving, I was checking it once a week. When it cleared DMPM/JAG I started checking it once a day. I'm beyond frustrated with this entire process, I'm on P04-18 and it seems to be just sitting there at SECDEF. My understanding in the past has always been that once it gets there it should only take a couple weeks and you'll have orders in hand. It seems now that this scroll is just sitting there being held for some reason.

Anyone have any insight into this process and why it's taking so long at a step that in the past has always been one of the quickest steps? This scroll is working on having been at SECDEF for 40 days. I also realize that others have had it a lot worse especially the -17 year scrolls. However, it is still very discouraging to keep checking the tracking and see no progress when it should be done already!

So D16-17 (242 Days Total) is at ASAMRA and has been there the same time as my scoll L04-17 (272 Days Total). Seems about right. But, Scroll P03-18 hit ASAMRA and then hit SECDEF 14 Days later, and only has a total day count of 152 Days total. More than 100 less days that either of the two above scrolls. Either my scroll L04-17 and D16-17 had some jacked up paperwork in comparison to P03-18 or something else happened. Call me insane for looking so in depth. Id love to be a fly on some of these scrolls as they go through the process. However, Thanks CW5 Private RallyPoint Member for the info along this journey.

Legislation to hasten federal recognition of National Guard officer promotions does not have the blessing of the White House. The administration of President Trump cites “inequitable treatment” of Guard and active-component and Reserve officers as one reason it opposes the National Guard Promotion Accountability Act.
Guard officers commonly wait in excess of six months and sometimes much longer for the Pentagon to approve a promotion already endorsed by the state. The additional pay does not kick in until the federal recognition, but the officer may spend those months performing the job of the higher rank while receiving the lower rank’s pay.
Help shape the future of the National Guard
The act, which has the support of NGAUS, requires service secretaries to review the process in an attempt to complete it more quickly. It would also provide some officers with back pay to the time of the state promotion.
But active-component and Reserve officers wait, too, for recognition of their promotions. Sometimes six months pass from the promotion board’s recommendation to the final approval. The administration thinks it would be unfair to back-date the Guard promotions, as the legislation would do, but not the others.
The bill is included in the House version of the fiscal 2019 National Defense Authorization Act, H.R. 5515, and some version of the legislation is expected to be in the Senate NDAA when it is released this week or next.
Following the release of the House NDAA, the White House Statement of Administration Policy had this to say regarding the section on Guard officer promotions: “By mandating an effective date of promotion after Federal Recognition based upon the actions of a Governor of a State, the provision infringes on the authority of the President and Secretaries of military departments to appoint officers in the National Guard of the United States, which is part of the military’s Reserve Component. This provision would result in inequitable treatment among National Guard officers and similarly situated Regular Army, Regular Air Force, United States Army Reserve, and United States Air Force Reserve officers who are also subject to review before their appointment is tendered.”
During a Senate Armed Services Committee hearing in April, Army Secretary Mark Esper signaled his support for a change, saying to Sen. Elizabeth Warren, D-Mass., “I think there are ways we can reduce the time.” He also agreed when Warren said the current system threatens morale.
Warren and Sen. Steve Daines, R-Mont., are authors of the Senate’s National Guard Promotion Accountability Act. The House bill is sponsored by Rep. Trent Kelly, R-Miss., and Rep. Carol Shea-Porter, D-N.H.

The maddening part about this whole process isn't the wait. It's the lack of transparency in the whole process. There is no apparent reason for a particular scroll to take longer in one station than one of the other's. Example, Scroll P07-18 (my scroll) took less than a week to get through JAG and DMPM, whereas multiple other scrolls took months just to get through JAG.

I'm in no way saying there needs to be another bureaucratic committee, but an investigative oversight group that could be outsiders looking in and seeing how this affects careers would be helpful. Or even just less eyes looking at it. Why can't we have a "Promotion's Department" or even a planned schedule upon receiving our state promotion orders? I digress... I'm not really looking for those questions to be answered, I'm merely beginning to understand the frustrations of the 2017 Scrolls, although I'm nowhere near their struggle-bus level, with my paltry 120 days.

Good luck to all you future promotables out there! I sincerely hope the system is fixed prior to you being assigned a scroll.

So going off of what collective data this post has to offer, there are about 22 scrolls total. 7 of them are at SECDEF:((SCROLL: DAYS AT SECDEF/TOTAL DAYS)) D16-17: 6/262, L04-17: 6/292, P04-18: 34/153, P05-18: 34/153, S08-17: 34/264, U01-18: 34/172, U02-18: 34/172.
(Roughly)

Going off of the already approved scrolls for the past month, most of them spent 27 days total at SECDEF. Then some about the same amount 41, 48....ehhhh.....68, and 68 days for all the others.
Ideally, the model states a total of 23 (business) days it takes to go through the few offices at SECDEF. We all know that we usually wait double or triple the time- 46-69 days for actual approval once at this stage.
In conclusion, I find that if you analyze the patterns and do some math, it's a much easier way to see the light at the end of the tunnel rather than aimlessly hoping. And 8 days away from hitting the 300 day mark, Im hoping pretty hard, haha.

My state order posted 17 Dec 17, but my packet didn't get assigned a scroll until May 18. Can anyone provide any update to P11-18? I have asked internally, but received zero response. I'm a little curious when the tracking timeline begins, as I have received a ton of answers from s.h.-lawyers. It had already been five/six months when they finally came around to assigning a scroll #. So another six to nine months if we're lucky? Thanks in advance!!

General question for this post: How long does it take for AKO or "most Army systems" like ERB/ORB, SIB transactions, etc. to reflect the new rank? Even though everything is in iPerms, Im trying to stay one step ahead so I sent my FEDREC to our staff so they may be able to action something I cannot. Happy Anniversary to me I have passed 1 year as a 1LT Company Commander. Yes, 1 year where I cannot be a Senior Rater without having to have a supplementary reviewer. Congratulations U06-18! U04-18, L03-18, and L02-18 need to chime-in to update us on their status.

Usually all the scrolls at SecDef are signed at the same time. If that's the case, P10-18 would become the oldest scroll at 143. If L03-18 published, it would really help bring the average scroll time down with only 114 days on scroll.

The system is not perfect yet, but since I've been tracking over the last 6 months, the process has gotten significantly better. I hope the people in DC that are assigned the project of improving the process don't read this and think they are done. We are far from done.

I have almost completed a whole NG deployment in an O3 slot. I'm missing $42 per day and performing a BDE Primary Staff position as an O2. The latter makes it difficult to interact with staff in my subordinate BNs as they outrank me.

Is just an Army issue? I never had a problem other than the longer time in grade requirements with promotions. If you were in a slot for the grade and had all other prerequisites met boom! Promoted. That is my experience from the GA ANG.

Hopefully it wasn’t on a deployment. I came on orders 2 months early to help with the mobilization. I got my Federal Recognition and was (pinned) in July of 2007 but the effective date was April of 2007 so I was on active duty that whole time so the back pay was around $3000. The IRS considered it a bonus and kept almost $1500 of it even though it wasn’t a bonus

What scroll are you?
Not everyone has access to iperms on a daily basis. If we can identify who is on what scroll it may give others on the same scroll a heads up to check their records. Sometimes a scroll will publish and we won't even know due to time delays, etc

because the packets go into an in box on someone's desk at G1 and they sit there until they have a certain number (50 is what I've been told) to process so they can do them in bulk instead of one at a time as they come in.

No updates on PL09-19, and I doubt we'll see any the rest of this week. I find it humorously/frustratingly ironic that the scroll has spent nearly double the time at the last step (OSD) than it did at the other steps. The only thing I can think of is that the scroll has been signed and there's just a lag in publishing the orders.

Just checked and PL9-19 has been approved. Congratulations to all of my fellow officers on that scroll. It's been frustrating that the scroll was up at OSD for 2 1/2 months, but we've been fortunate considering some scrolls have taken more than a year to publish.

Well from the National Guard side of things you can be eligible for promotion for ever, but until a position opens up your staying right where you are regardless if you like it or not. On top of that we have to be recognized by two different sources, the state recognizes us and then it has to go up to FED REC to become official and why it takes so long, FED REC makes a priority to promote active duty over reserve, so we get the shit end of the process regardless. Honestly the military needs to do a complete overhaul of the promotion board process. When things stop moving smoothly and in a timely manner, problems need to be solved and processes need to be updated, this has been going on for years, so what they are waiting for I don't know.

If your scroll is at SECDEF, it has probably already been signed, just not scanned into iPerms etc. Just saying... be patient....I heard from some people who know some people.

Where is my FEDREC Scroll in the DOD Process? | RallyPoint

I'm not sure what happened to the "unofficial" FEDREC status board that had been periodically updated with scroll status' but it seems to have been retired, missing, or removed. In any case, please feel free to use this new thread to ask questions and post updates to our little '"Promotion Purgatory Support Group". I do not work for NGB so I will not be able to get you answers, but at least we can re-establish the forum. Best of luck to y'all!...
