Why is there such a long wait for reserve component officer and warrant federal recognition/promotion?

Can anyone tell me why the process takes so long for RC officer/warrant promotions to run through the FedRec cycle? I'm an ARNG officer and I've had my state promotion orders for CPT since the middle of April. I've been tracking my packet on the ARNG-G1 website and it was awaiting addition to a scroll until a month ago and last week the scroll was ready to start the approval DoD cycle. Thoughts?

When you put her name in the to box, an automatic reply will show up with the status of all scrolls. My scroll published so I don't anticipate being present on this site as often.

Just checked and PL9-19 has been approved. Congratulations to all of my fellow officers on that scroll. It's been frustrating that the scroll was up at OSD for 2 1/2 months, but we've been fortunate considering some scrolls have taken more than a year to publish.

Does anyone know what all the different types of scrolls are designated for? There are "P", "L", "D", "S", and "U".
This is my best guess, please correct me if I'm wrong:
L = 1LT
P = CPT-LTC
S = COL-LTG
D = CW2
U = CW3-CW5
If scrolls starting with "L" are just for promotion to 1LT, there are a lot of people in those scrolls. Last year, there were 16 "P" scrolls. Since there are only 4 "L" scrolls per year, I assume that means there could be up to four times the number of people in "L" scrolls than there are in "P" scrolls. I don't see the "L" scrolls move four times slower, so that's positive.

P10-18 was at JAG for almost 2 month longer than P09-18. They got there about the same time in early May, but P09-18 left JAG the first week of June. P10-18 didn't move on until July 31st. My guess is that someone in our scroll needed a lot more attention at JAG.
There was a batch of 3 scrolls that were published at the same time. We barely missed that group. Now I assume we will be the old scroll in the next batch.

Happy Anniversary to me I have passed 1 year as a 1LT Company Commander. Yes, 1 year where I cannot be a Senior Rater without having to have a supplementary reviewer. I can sign well over a million dollars worth of property and be accountable for personnel actions but I need an O3 to check my NCOER's. I have the feeling that I will do my entire command time as a 1LT but who's complaining Happy Anniversary to me!

Just because P01-18 is moving through the process faster than others doesn't mean its an acceptable amount of time that we should have to wait. Just glad to see that there is some improvement! My unit first submitted my packet OCT 2016, so, I would love to not have to do this timeline over again for MAJ. :)

MAJ (Join to see) - I vote for restoration of TIG and back pay, too, sir. :) From some discussions over on the P10-17 page, I think a both/and approach will be best, and I agree a "one voice" strategy could help us all. The lengthy delays in addition to the non-standardized process causes harm through the loss of TIG, while also arbitrarily promoting some officers over others, regardless of TIG already served and the date they entered into the FedRec process. There are also both Army (AR 600-8-29) and US (10 U.S. Code §14311(2)(d)) codes that officer promotions should not be delayed more than 6 months due to punitive actions, and I think we could make a case to have the "spirit" of this law applied to us, even though it technically refers to delays due to disciplinary actions.
Some sample language that I used in a follow up email letter to one of my senators: "I am respectfully requesting the we be allowed to apply 10 U.S. Code §14311(2)(d) to our case to have our DORs corrected, even though we are experiencing these lengthy delays through no fault of our own, are in good standing with the Army, and are not pending any disciplinary action. Additionally, soldiers who have previously applied to have their DORs corrected through the Army Board for Correction of Military Records have been advised that the Department of the Army does not have jurisdiction to change our DORs because the promotion orders for Army National Guard Officers are signed by the Office of the Secretary of Defense. I am respectfully requesting that the Secretary of the Army be notified of his authority to correct DORs for National Guard Officers in this instance through 10 U.S. Code § 741(4)(a) and 10 U.S. Code §14311(2)."
Who knows if it will work, but it makes me feel better to try. :)

MAJ (Join to see) - I have reviewed an ABCMR case where an officer attempted to obtain a correction to his DOR based on undergoing the UVP process, being removed from the same just prior to orders production to be considered by the DA Board, and the result was a "negative." In this case, however, the officer presented a correction based on the wrong premise: he asked to have his DOR corrected to the same date as the officers promoted via the UVP versus the DA Board. He should have asked for the correction based on the law stating an officer can only be considered by ONE promotion board, not two.

We were told a group of scrolls got "lost" in the system while someone was on extended medical leave and they just found them a few months ago. I wish they would have pushed them through in order or would at least be willing to correct the DOR so that future promotions won't be affected. (But no one asks me what I think.)

Here's a fun fact for those of us on U06-17, P09-17 and P08-17 ....our scrolls have lasted longer than the marriage of Marilyn Monroe and Joe DiMaggio. :)

The NGAUS Executive Council met this weekend. We happened to be at the hotel many of them were staying at. One of our WOs talked with them and they were very interested in (and already aware of) the FedRec timeline.
I would recommend that NGAUS can speak better for us collectively than we can individually. I would recommend to all contacting them and asking for a specific person you can speak to to explain your situation.
Be professional, remember, most of these members are ex-GOs and TAGs. But, after thinking about it, I believe their voice is much more powerful.

I heard that the turn around to iPERMS is fairly quick. I'd recommend you forward your FEDREC order to your S1 and Commander to see how they would want to handle pinning you. I know some leadership doesn't like for individuals to self pin themselves when their orders come through.

The order was dropped into IPERMS a couple hours ago and DOR was on the 2nd of May. It appears SFC Palmer was correct on when SECDEF approved the scroll. Congrats All!

Imagine that, the G1 portal is down. And here we sit, wondering why the FedRec process takes so long. Heck, the G1 cannot even manage something as simple as their website, yet our careers are in their hands. Incredible, simply incredible!
