Why would a recruiter ask for my old drill sergeant's full name and rank?

You're not giving much information to begin with.
At what point were you on your enlistment prior to being discharged? Clearly someone didn't think you were qualified for continued Army service.

More info needed. For the moment and your grade I will assume you got out duringvor shortly following training. It will likely be that he wants insight as to your performance and the like.

Pvt. Velez, how far into your first enlistment did you get too? If you have the rank of Private and have that reenlistment code, there was obviously some issues. Your Recruiter is just trying to get the whole package together to see if the Military would even want you back in it’s ranks. Nobody here has any part of the entire story. Do you want to come back in or not? What about the fact that the recruiter must waste man hours on putting together a waiver for you? Have some discipline and appreciation for the work he/she is doing for you, because let me tell you something high speed, a waiver is a distraction and time consuming process that takes the recruiter away from finding quality qualified applicants for the Army. Good luck in your future endeavors.

Couldn't be anything more than curiosity. It has nothing to do with whether the recruiter can bring you in or not.

It’s because when building your packet it’s a question we need to answer due to you technically being prior service. It counts as employment and due to it being military service it asks for supervisors full name and rank.

RE-3 is "Individuals who are not qualified for continued Army service, but the disqualification is waiverable."

He may be looking for references to build your waiver.
