Why would MEPS need my deceased father's death certificate or address for my wife to enlist?

Ummm.. making sure you are legal or good to go for enlistment.
If M.E.P.S had done that for me in 1974, I would not have had to declare American citizenship 6 years later just to continue my career.

Did you ask them Why and What For? I would say to the Person asking to talk to his supervisor maybe he can give you a answer or is He playing games.

Filling out the SF 86. Family members, both sides. They need the deceased date, but shouldn't need the certificate.

The only possible reason that I can think of as a retired Knowledge Operations person is to clear out an entry in the DEERs database which is where all military dependents are listed per each service member. Of course the asker of this information might have been tasked to dot every "I" and cross every "T" and has little else to do than to harass service members who just want their paperwork squared away.
