SSG (Join to see) MILPER Message 18-249 has the answer to all the what ifs. Reading quickly, it looks like you'll need to request exception to policy so that you'll be able to take advantage of the protection offered by federal statute at 18 years AFS. Pages 8-10 discuss post board options. Pre board options are closer to the beginning.

Unfortunately if you get QMP, in order to stay active and retire, you’ll have to have 18 1/2yrs at the time of notification in order to reach 20 on active duty. As the others have suggested, there are other alternatives that you have so you can still reach your 20 years. Good Luck to you.

You'll get an answer in September, with an ETS date of the 1st day of the 7th month after the board makes its decision. That will put you at 18 years. You are eligible to request to be transferred to a Reserve status to attain a reserve retirement at 20 years.

Won't that put him into the time frame of protected status and allow him to finish out his 20 years active? That's the way I read the rules.

CPT Lawrence Cable - Unfortunately not. Sanctuary doesn't apply in the normal manner here. Sanctuary has to be granted and can be denied by HRC. In the case of QMP they decided that if you have 19 years on the date of the board, you can apply for retirement in lieu of being reviewed. If the board separates you then your ETS is 19.5 years, so it's a decision of not fighting and receiving an AD retirement, or fighting it and taking a reserve retirement with 19.5 years if you lose.
