CPT Private RallyPoint Member 4604619 <div class="images-v2-count-0"></div>Last month, I sent my reserve unit&#39;s AGR S-1 NCOIC my undergrad transcripts because they were missing from iPERMS, and I knew the board was around the corner. He confirmed he uploaded them, so I didn&#39;t worry about it. Three weeks later, I noticed they hadn&#39;t populated in iPERMS yet, and &quot;my board file&quot; locked on 22 APR. I contacted him about the issue, and he immediately submitted them &quot;under the board&quot; in AHMRR. I saw it in iPERMS on 30 APR (the day the board convened). Is it possible for the promotion board to see my transcripts, or do they only see the electronic version that was locked on 22 APR? Will I not promote to O-3 because of a late uploaded document? 2019-05-04T21:25:53-04:00 CPT Private RallyPoint Member 4604619 <div class="images-v2-count-0"></div>Last month, I sent my reserve unit&#39;s AGR S-1 NCOIC my undergrad transcripts because they were missing from iPERMS, and I knew the board was around the corner. Unless you have a Flag, DUI or Referred OER as an LT, I don&#39;t see how you would not be promoted to CPT in the Reserves. Since I&#39;ve been assigned to the Reserves (I am an AGR Officer) I&#39;ve known just one LT that was a bad-apple and he was chaptered out. Rather, you need to look at this as more of a perception thing and what I mean by that is the board will see that one of two things occurred in this situation. One, you certified your board and didn&#39;t annotate that you were missing documents or two, you didn&#39;t actually certify your board. Both of these situations could be looked at as a lack of preparation on your part, but nothing beyond that. Bottomline is you would not even be eligible for this board if you weren&#39;t branch qualified and to be branch qualified you are required to have completed your bachelors degree. Additionally, commissioned officers are required to have their transcripts validated through HRC, so I&#39;m pretty sure this occurred for you at some point. Further, per regulation IOT submit a packet on an appeal of non-select there needs to be something significant missing such as an award of an ARCOM or above etc...so no, as long as you are fully qualified with solid evaluations you will be fine. I gave it to the S1 a few times as an LT and it somehow never made it into the system. The selection rate at the time was 90%, but I think it’s safe to assume that nobody cares about the transcript. OERs would be a much greater concern. I know BOLC will. I was prior USMC and joined the guard when I left active duty (different branches but same MOS, and had attended school). They initially told me I needed a 2 week branch qualification course, then said I did not. Going from USMC to Army I disn&#39;t know this was an issue, and trusted several Officers and senior NCOs when they told me this (naive in hind sight, but The Guard proved to be quite different than where I&#39;d just come from...). I then deployed to OIR, returned back to find out I got 1P, my unit could not schedule me until after the next CPT board. So I just took the second P and got out (never been in trouble, all 1st class PT scores, MSM from OIR, didn&#39;t matter). I didn&#39;t raise any issues since I decided I wanted to get out for good now. I got told by a number of people that, together with decades of combined experience, they had never heard of anything like this. Well of course they never put my transcript in iperms but I still got promoted to 1LT. When I told a Cpt that I would need it for when I get looked For CPT, he told me they only care about your ORB and your OER. <br />Basically, most officers I have met have no transcript on iperms but their orb reflects they have an undergraduate degree.
