They told me that you have to have a 100% VA Disability rating. Below is information from the exchange about access:

You should get in touch with personnel at the Department of Veterans Affairs (VA) to find out what you have to do to have VA certify your disability.

If VA certifies you as having 100% disability in connection with military service, VA will send you a letter indicating that you are entitled to commissary privileges. You must take this VA letter to a Pass and ID Office on a military installation to have ID issued that will authorize you to shop in commissaries.

Commissary personnel cannot allow you to shop unless you have Department of Defense ID that authorizes commissary privileges Sgt Private RallyPoint Member Thu, 24 May 2018 18:11:49 -0400 2018-05-24T18:11:49-04:00 Response by SSG Anthony Balkas made May 24 at 2018 6:25 PM https://www.rallypoint.com/answers/will-i-still-be-able-to-get-an-id-card-to-access-the-commissary-on-base-after-being-awarded-100-sc-for-ptsd?n=3658170&urlhash=3658170

Yes SSG Anthony Balkas Thu, 24 May 2018 18:25:01 -0400 2018-05-24T18:25:01-04:00 Response by MSG Danny Mathers made May 24 at 2018 6:28 PM https://www.rallypoint.com/answers/will-i-still-be-able-to-get-an-id-card-to-access-the-commissary-on-base-after-being-awarded-100-sc-for-ptsd?n=3658175&urlhash=3658175

Yes, once you get your military ID Card.
