They won't. NASCAR has been very lax on ontrack infractions and only seems to turn the screws during Daytona Speedweeks

The reason why they won't is because nascar believes that publicity, whether positive or negative is good for the sport. At this point they can't go back and fix it, so they will not accept fault.
