Will Netanyahu's threat of shooting stone throwers in the West Bank act as a deterrent?

Currently Israeli forces are under strict guidelines to not fire upon Palestinians who hurl rocks at them and then leave. The ever increasing tensions in the area have lead Netanyahu to say, the position of his government is "zero tolerance towards stone-throwing and zero tolerance towards terror". Will this lead to more deaths or act as a strong deterrent and prevent this behavior?

It is NOT okay to throw rocks at anyone. I am really getting tired of those who "peacefully" protest in a manner that is violent and then complain when their violence is answered.

For those on the fence, perhaps the Israelis could start by retaliating with rubber bullets, shotgun propelled bean bags, or some other form of painful, but non lethal means of deterring rock throwers. Then see how long that works.
