I believe he already signed it.  It grandfathered in everyone who was in prior to Jan 1 2014.  Anyone who joins after will have the -1% COLA.<br><br>

I didn't know that he signed it. Whew! Awesome. I felt that grandfathering SMs in was the only course of action that could be taken that wouldn't alienate the lifers.
