Will receiving "Promote with peers and qualified" on first NCOER as SSG (under senior rater comments) have a large effect toward promotion?

This is the first NCOER I am recieving as a SSG and I have been in this grade for 11 months leading up to this NCOER. If I recieve a qualified and Promote with peers from my senior rater, will it effect me negatively even if my next NCOER shows highly qualified or most qualified and promote ahead of peers?

I am not feeling entitled to a better rating, I just want more understanding of it. thanks

Your first NCOER as a SSG? I would say you are fine. I would also add the new NCOERs seem to be more heavily geared towards rating people all the same except for a very select few (as opposed to the old NCOER in which everyone was a 1/1 highly qualified or you were "ate up"). In any event, you have plenty time before being eligible for SFC to get a better rating if you want to. Also, I don't know if anyone has told you but if you aren't already doing so, you might want to consider keeping a log of all your significant accomplishments throughout the the year. I know it might seem strange but it can help you and your rater (especially when doing your support form).

I always hated the over-inflated ratings that most NCOs gave out. I once gave an E-5 a 2/2 with 2 Excellent blocks (on the old 2166-8) and he came crying to me, asking what he had done wrong! A 2/2 is a good rating. In fact, NCOs who used to give out 1/1s were doing Soldiers a disservice. If you maintain the same level of performance throughout your time at your current rank, how can you ever show improvement? Nobody expects you to know how to function at a rank as soon as you get promoted to it. You are promoted on your POTENTIAL to function at the next higher rank. It's not a magical transfer of knowledge and experience when you pin it on. A Soldier should show a gradual improvement over time. Otherwise, it all crap and most CSMs who sit on centralized promotion boards know it.

It won't hurt you, chances are your Senior Rater might have an immature profile (not able to give you a "far Exceeds Standards"). "Highly Qualified" identifies NCOs with strong potential for promotion with peers. The rating tells me that you've met the standards, this level of performance is considered normal and typically demonstrated by a majority of NCOs of the same grade.
