Will the Army move your belongings/HHGs to your place of choice when you retire, regardless of legal residence or home or record? For free?

I believe so. You may have to visit their office to make different arrangements and possibly have to pay out of pocket.

Don't know if you found your answer but when I retired and moved it was explained that they would move your stuff for free anywhere that was your home of record or closer to your bases location. If you wanted to move further away you would have to pay the difference. For example: if your final duty station was in San Diego, CA and your home of record was Denver the military would pay to get your stuff to there. If you wanted to move to Oregon your move would be free. If you wanted to move to Miami, the military would pay to Denver but you would have to pay the difference from Denver to Miami.
