Congratulations on being selected to attend the BLC at the 3rd NCOA Training<br />Battalion, Camp Shelby, MS. You will be attending class 0XX-XX scheduled for<br />Thursday Month Date – Friday Month Date, 2020. In processing is from 0900 –<br />2000hrs. In processing is from 0900 hrs – until 2000 on the travel day Thursday<br />Month Date, 2020. It is recommended to report as early as possible for in<br />processing. Graduation will be on Thursday Month Date, 2020 at 1500 at the RTI<br />auditorium.<br />2. The following information is provided for your assistance. Review the contents of the<br />welcome packet in its entirety. If you have questions regarding in-processing, call 601-<br />558-2928 or [login to see] Mon-Fri. Commercial Travel Arrangements: Transportation will be provided for<br />students traveling by (air/bus) on the report date, students traveling prior to report date<br />will be responsible for their own transportation. It is strongly encouraged that you<br />schedule your flights as early as possible on the report date. If your flight is<br />scheduled to arrive after 2000hrs, it is the Soldiers responsibility to provided<br />transportation from the airport. The price for is $145.00 for UBER XL and Taxi<br />cost is approximately $140.00 from GPT. There are two airports that we pick up from,<br />that is Gulfport (GPT) and Laurel / Hattiesburg (PIB). GPT is usually the most cost<br />effective option. The shuttle for pick-up of arrivals will make 3 runs throughout the<br />day/night to each airport. The last shuttle run for the night will leave the airports at<br />2000. Once you arrive at either airport, report to the baggage claim area and wait until<br />the shuttle arrives (students arriving at Gulfport/Biloxi may wait in the USO located on<br />the 2nd floor). There will be an Instructor going through the baggage claim area<br />announcing that he/she is there for 3rd NCOA students. Should your travel<br />arrangements get cancelled or you need to arrange pick-up from the Airport contact the<br />3rd NCOA at [login to see] (on report day). It is encouraged that you schedule your<br />flights for arrival as early as possible at either Gulfport or Laurel/Hattiesburg airports.<br />Do NOT schedule a departing flight earlier than 1000hrs on day 22 travel day.<br />b. Driving Directions (strip map enclosed): Camp Shelby is located in south<br />Mississippi, 10 miles south of Hattiesburg on Highway 49. Due to current Force<br />Protection measures, all students must enter thru the south gate. A valid CAC ID card,<br />NGMS-RTI-NCO<br />Subject: BLC Welcome Letter<br />vehicle registration, and proof of insurance are required. After you have entered through<br />the South Gate, you will pass over a set of railroad tracks. Continue on straight until you<br />reach a stop sign then turn right. At the next stop sign, (about 250 ft.) turn left.<br />Continue on and you will see the Post Parade Field on your right. The next intersection<br />you will encounter is a Y intersection, stay to the left and at the stop sign make a right<br />turn. You are now on Lee Avenue. Continue on Lee Avenue until you reach 37th Street.<br />After making the 37th street left turn, follow the road until you see a brown sign in the<br />front of our HQ Bldg. It will read &quot;154th Regiment (RTI) Headquarters, Building 3500.<br />Turn into that parking lot and you will see an arch with the caption “3RD Non-<br />Commissioned Officer Academy”.<br />c. Reporting Instructions: Report to Bldg 3576 (Northside door, closest to the<br />parking lot). Look on the easel board identifying which classroom to report for inprocessing.<br />On report day the 3RD NCOA cadre can be reached at the following<br />number: [login to see] . If reporting late (after 2200 hours) report to Bldg 3500<br />Regimental Staff Duty, contact [login to see] , if no answer contact [login to see] .<br />No linen or meal card will be issued until day one of the course. After in-processing,<br />students will not park in the RTI Headquarters parking lot. The HQ 154th RTI parking lot<br />is for Cadre/Staff only. Student parking is limited to the South and East parking lots<br />surrounding the student barracks and the Dining Facility (DFAC) parking areas (see<br />enclosed overview of RTI Area). Students driving military vehicles should bring a<br />government credit card to support vehicle expenses while traveling. The NCOA will not<br />provide fuel for vehicles. Commercial lodging incurred during travel will be at the<br />student’s own expense if lodging is less than 50 miles from their duty station or Camp<br />Shelby.<br />d. Special Instructions: All Soldiers are required to bring a complete and<br />serviceable Army Service Uniform (ASU) with all decorations and awards. This is to be<br />worn on graduation day and Public speaking Day. If Soldier fails to bring their ASU or<br />obtain their ASU within 48 hours the Soldier will be counseled and removed from any<br />Academic Honors and may be released from the course at the Commandants<br />discretion.<br />e. Enclosures: The Student Assessment Plan (SAP), a packing list and an<br />overview of the RTI area are enclosures to this document. The SAP provides a list of<br />responsibilities, pre-requisites, requirements, structure and other procedures that are<br />vital to the student before and during attendance. Each Soldier will have 48 hrs to<br />obtain any missing OCIE i.e. ACH / FLIC. After the first 48 hrs the Soldier will be<br />counseled and removed from any Academic Honors. Specifics not covered in<br />enclosures are found below.<br />f. In-processing: In-processing is conducted in the Army Physical Fitness Uniform<br />(APFU). Students traveling by commercial transportation will hand carry a PFU and a<br />complete set of ACU’s. You must possess a CAC ID card, PIN and have an enterprise<br />email account. Also, you must know your AKO user ID and password.<br />NGMS-RTI-NCO<br />Subject: BLC Welcome Letter<br />g. Required Documentation: Be prepared to present the following documentation<br />during in-processing. If for some reason you are not able to present a required<br />document you will have 72 hours to provide the requirement. If the documentation is<br />not provided within that time, the Soldier will be dis-enrolled from the course.<br />h. Orders: Soldiers will report with pay orders and/or a DA 1610. (Active<br />Component Soldiers will only need a DA 1610). Your command is responsible for orders<br />placing you on duty as well as processing pay (RC)<br />(1) SSD level 1 Certificate: Be prepared to present DA Form 87 SSD level 1<br />certificate during in-processing.<br />(2) Pre-execution checklist: Active Component Soldiers as well as any Soldier<br />not in a reservation status will be required to provide a completed TASS Pre-Execution<br />checklist TRADOC Form 350-18-2-R-E April 18, signed by the Soldiers Commander.<br />i. Meals: Charges are: Breakfast: $7.05, Lunch: $7.40, Dinner: $8.10. Soldiers<br />will pay for meals on the first and last day of course (reimbursable through travel<br />voucher). Meals are provided except on travel days.<br />j. Laundry Service/Post Exchange: A free Laundromat is located in the academy<br />area. A Post Exchange (PX) and clothing sales is available for uniform and personal<br />item purchases. Students should bring approximately $75.00 to support unforeseen<br />expenses. There will be off post Laundry Service coordinated for Soldier needing to get<br />their ASU’s dry cleaned.<br />k. Pay: Your command is responsible for your pay.<br />l. For PLDC you will not attend if you do not meet the required items on the packing list. This should always be as basic since basic training. The best thing is to get the ASU’s where it is available. If you are his counselor try to figure out to get a loaner or something to get to him/her ASAP. My course will be virtual and My reporting is from my home office... I still have to be in uniform and report via Microsoft Team from 0700-1700 everyday, and complete all the same work. However we are not physically going to the school house? That’s part of the packing list required to attend. They may do a layout and if he doesn’t have his ASUs, it’s really up to the cadre and commandant if they’ll allow the Soldier to either stay or be dismissed. My question however is how does the Soldier not have ASUs? Assuming the Soldier has been in for more than 2 years.
