Interesting question and I think one we can't truly answer. I think ISIS already has more than enough openings but I also think they are smart in exploiting power vacuums that open up.

That is unfortunately part of the problem with combating terrorism. For anyone that watches Agents of Shield, think of it like Hydra. If they cut off one head, two more shall take it's place.
