There are lots of folks at these agencies that produce good work that is distorted and manipulated by political appointments. You might recall the shenanigans at Centcom with intel being "tuned" to tell the higher ups what they wanted to hear. I've posted on another question that few corporate CEOs trust information that comes from outside their company. Corporate intelligence is a way of life but companies accomplish this internally or perhaps through an industry organization. This is the concept Trump knows, the idea of intelligence coming from a organization not internal to his company or industry is quite frankly totally foreign to him. Once he has his people in place and sees things he trusts, he'll come around on intelligence. Intelligence is a strange business and most folks in it are very smart. However, they get politicized a lot and the information they provide gets interpreted differently based on what the end user would like it to be.

Once the Obama bias leaves the Intel community, they will able to meet Trump's needs easily. The biggest issue is that we have not supported HUMINT very much over the last 8-12 years. We need to rebuild that capacity in order to have more productive and reliable information. Four years isn't enough time to wean all the senior-level political people out of the intelligence agencies that have gained a stranglehold on them over the past 8 years. The politics quickly takes over the DISES selections in the Intel agencies, even though they are very inbred at their core. The political influence of the Directors or other leaders appointed by President Obama have definitely impacted how those communities have positioned themselves. For the past 8 years, those who have been elevated to and through the Senior Executive ranks have been those who have toed the party line the best. That's a pretty thorough transition of the majority of the DISES community at each of the agencies.

Another situation at NSA, in particular, is the current Director, who is close to putting the last few nails in the coffin of its NSD-42 mission. This is the Information Assurance/COMSEC mission that was actually the reason NSA's predecessor organization was born in the first place - the code-making mission. He has closed the IA Directorate down and dispersed most of the people throughout the rest of the Agency, taken the Congressionally directed mission funding and done something with it (I'm not aware how he's managing that), and dispersed any mission knowledge across disparate organizations so that it will be impossible to rebuild in the future. And I promise you it will be needed again in the future. This was probably the most foolish thing I've ever seen done at NSA, and I've seen some pretty foolish things done there during the 18 years I was there as a civilian and my 4 years assigned as a Soldier. This is one the U.S. will never recover from.

I hope the Trump Administration will see the recklessness of too many of these fools in the Intelligence Community. Rather than writing off the entire IC, I hope they will just can the idiots at the top and let the real leaders take charge of the real meat of the IC that is already doing all the great work that really matters. Then maybe there will be the reconciliation we'd all like to see. I've been retired for 7 years, but still have many friends who work there and still keep an eye on the news from there. It's important to me because I did that mission for 22 years in the Army and another 18 as a civilian at NSA, so sorry for the rant!
