The 1059 for failed course only applies to NCOES. Now you still get scored by board members between 1 and 6+. If your score is below a 2+ you are found Not Fully Qualified and a HQDA Bar to Continued Service will be imposed. The Bar gives you 1 year to correct yourself before the next evaluation board. If the next year you are still NFQ you will be separated. If you raise your score to FQ the Bar is lifted.
