With the new revised tattoo policy, are we free yet?

So read some articles from the Army Times saying they Changed the regs About two Friday's ago. Looked the new AR 670-1 it appears so. But still hesitant... Are we green to go?

I know a couple of officers who recently got forearm tattoos. I think you are good to go.
