It’s based on individuals time in Iraq. Has nothing to do with the mission and has nothing to do with the unit. If you spent the required time cumulatively or the required time consecutively in Iraq, not pointing guns at Iraq, in Iraq, the that individual meets the criteria for the OIR campaign medal. That will tell you all the required criteria to meet IOT receive the OIR medal. But, if memory serves from the last time I read it, Kuwait does not fit the bill.
