If you spent the required time cumulatively or the required time consecutively in Iraq, not pointing guns at Iraq, in Iraq, the that individual meets the criteria for the OIR campaign medal.

<div class="images-v2-count-0"></div>Look in AR 600-8-22. That will tell you all the required criteria to meet IOT receive the OIR medal. But, if memory serves from the last time I read it, Kuwait does not fit the bill.
