I am a fairly old veteran. I enlisted just over half a century ago and retired 27 years ago.. Some one please tell me what is a "CAC"?

I have not found the computer yet that loves the CAC or DOD websites Sir. Then again our own military computers don't seem to like them much either...

Yes. You can install all the certificates required from the military cac website because it runs on the typical windows OS.
