Would having a financial issue impact my chances of being accepted back on active duty Army?

Say you get the opportunity to go back active duty army but you have some financial issue like 120 days miss pay on a few credit card one collection a a charge off loan but you are working with a credit counselor/agency to fix the issues so for all debts are consolidate and making a one time payment monthly while the credit counselor is negotiating a settlement to pay of all debts would that affect my chance of being accepted back on active duty ?

You'll have to provide documentation that you have a plan in place to pay the debt. You won't be able to have a job that requires a security clearance.

The only it may have an impact on you is if you are required to have a clearance for your job, especially a top secret. Good luck to you...

You should be fine. Like others have said it will effect your clearance. That being said it doesn’t automatically keep you from getting your secret clearance. Just explain yourself and be honest when you are interviewed.
