I believe a driving hazard or vehicle regulation would be up to the South Carolina DMV to decide. I'd also recommend that he fly smaller flags for safety reasons.<br /><br />On the other hand, and without intending to be insulting (although some are going to take it that way), I find that the degree to which the flag is flown is somewhat offensive. However, the size of the flag could cause a viewing hazard in the vehicle. Those two flags blowing in the wind can cause him to not see what is behind him. Now, I can't actually see if he has them ancored to not fly.
