Can Army Reserve transfer to IRR?

Can an Army Reserve Soldier, who just ETS with a four yr active duty, transfer to IRR? Transferred to Army Reserve right after ETS, but do not want to stay in. Will 140-10 10-4 d. Apply to him on this case?

You need to find your Retention NCO and address this with them.

Did you sign a contract? If you did you have to fill it. If not you may be able to transfer.
