An RE code 4 is non-waiverable for any branch of service. Your only option is to attempt to appeal your RE code through whatever the proper channels are for the USMC and have it upgraded to at least an RE code 3, though the chances of success are slim to none.

It is slim but speak to the recruiter and they can get into the weeds with the little detail that will matter.
