This article reads as though the author was doing his best not to step on anyone's toes.... I believe he said that the Navy is filled with directives into infinity and all the directives are difficult to follow and to act on because there are just too many ambiguous directives to follow..... So Dang... that is a conclusion?

There is nothing confusing about being on watch... There are eleven general orders that every sailor knows and yet two ships crashed in the night.... I would start my investigation into the "Navy" by investigating the latest collisions starting at the bottom and working up... I would interview one sailor at a time... By the time I got to the commanding officer I would know why those ships collided and I would have enough information to either indict the Captain or the Navy....
