I’ve spoken with a navy recruiter about making the switch from the national guard before basic training, he says I need to be released by the guard. Any advice or ideas on how to do that?

You need a Form DD 368, Request for Conditional Release. That needs to be initiated by your Navy recruiter and then sent up the chain of command in your Guard unit to the first General in the chain. It is up to him whether to approve or deny it. The upside is that the Guard in your state doesn't have much invested in you yet, so they may sign it with no problems. However, you are officially enlisted in the Guard the day you sign the papers and they don't have to release you. Be aware of that issue. Also, this process is not normally very fast, as in 90 days would be very quick and 4 to 6 months more normal.
