Mitsuru Ushijima (牛島 満 Ushijima Mitsuru, 31 July 1887 – 22 June 1945[1]) was a Japanese general who served during the Second Sino-Japanese War and World War II. He was the commanding general of the 32nd Army, which fought in the Battle of Okinawa during the final stages of the war. Ushijima's troops were defeated, and at the end of the battle he committed suicide.

His goal was to kill as many American in the loss of the battle as possible. He knew they could not win and a fight to the death was his plan.
He also brutalized the civilian population of Okinawa and propagandized them to the point many jumped from cliffs to their death rather than allowing Americans to come in contact with them.
Wikipedia is short on some of the details of the barbarism of the Japanese high command especially in these later battles of the war.
