The recent natural disasters in India and Japan have dented infrastructure and lifelines. Government pledges relief to rebuild affected areas, but can more be done with Public Private Partnerships (PPP) to safeguard communities from natural disasters?

It’s like with everything else in life where governments rather be reactive instead of being proactive to limit problems later. This comes to mind every time I hear/read about flooding here in the US, when I think to myself why would you build this close to the ocean, or why wouldn’t they invest in building better retaining walls. Some damage probably will occur regardless but it doesn’t have to be as severe.

The Hokkaido scenes prove that the quake followed by the tsunami was devastating. The rains in Kerala this year proved devastating as well. We have weather detection and early warning systems, so why are governments so reactive, instead of being proactive in taken steps to tame the effects of such natural disasters, prior to their occurrence, SFC Dagmar Riley ???

CPT Gurinder (Gene) Rana really don’t have the answer to that. I can only guess here, thinking that everyone is scared of making a fool of themselves if they are wrong with their predictions which could possibly cost them their job if there was mass panic over evacuation. So everyone waits until last minute when they’re absolutely sure that it will happen at which time it’s really to late. Occasionally it probably also happens that someone doesn’t know how to properly interpret their findings; sure that’s rare though. Like I said, this is just a wild guess of mine.

I encourage you to guess and make wild speculation, because in such situations lies our answers much of the time and, we avoid such speculation (thoughts and dreams) because we fear making inaccurate predictions and interpretations. Our discussions are harmless SFC Dagmar Riley, yet from our harmless exchanges can emerge a solution. I encourage this risk, without fear of consequences.
Having said that, I believe that it is tied to politics; political promise that never gets accomplished, but is used as a platform to secure vote banks ahead of elections.
