Because the department had to wait for the criminal case to resolve, which can take years. Then depending on the outcome they had to make a case for indisputable policy violations that could not be contested. In a case where only one was indicted and acquitted, their t's had to be crossed and their i's dotted. There is not enough in that article to understand what really happened. It is a CNN news story so they are going to skew the facts for their agenda.
