Justice Department Announces Findings of Investigation into Chicago Police Department

No surpise, if they were to investigate police departments across the country the same would be uncovered. They hunt black men for sport

No Surprise and this is BHO's "home" city. Chicago will probably never get rid of the stigma of being a Corrupt Department Rivaling NY City.

“Implementing these findings is a necessary precursor to our long-term success in fighting violent crime in Chicago.” - This is a good step in understanding not only the PD's issues but as well the effects on Chicago as a whole. This is going to require policy changes, community efforts and possible state or federal reporting. I know they are implementing body cams as well.
