"Centers of Excellence" are in the names of many bases that specialize in specific training. For instance, Fort Benning is the "Maneuver Center of Excellence" and Fort Huachuca is the "Intelligence Center of Excellence." Not sure when this started, but there are several now. In the case of Fort Rucker, it is the "Aviation Center of Excellence" as that is where Army Pilots attend flight school.

Aviation Center of Excellence means you're in a pool for Fort Rucker, you just have not been assigned a unit at fort rucker yet... i would call someone at the Soldier Support Center to see if you can get pinpoint orders sooner than later. You know the big building 5700.

Not strictly school house, it is a corporate word where they've started to consolidate similar activities in order to have all the subject matter experts in one location. It's all part of the Lean process to reduce duplication of effort. For instance, Fort Knox is now the "Human Resources Center of Excellence". Recruiting, ROTC, and Human Resources Command have been consolidated at Knox.
Likewise in my civilian employment, we utilize a lot of plastic in the manufacturing of household appliances. Instead of each each plant having its own dedicated plastics manufacturing of parts for their specific appliance, one of the plants now makes plastics for all the other plants. It is our plastics "Center of Excellence."
