The Canadians will not blame President Trump. The Spanish Flu came in 3 waves 1918, 1919 and 1920.
I am sure there will not be a 3rd wave because of the 8 different vaccines on final trials and it should be released around Christmas.
The pharmaceuticals added 2 more months of testing and some state governors will add an extra layer of testing slowing the distribution down.

Well I hope you are right that we find a vaccine soon. We are in a shit ton of trouble if it does not come to fruition soon. Biden is going to have to fix the mess Trump made with the pandemic.
