This is not "new" news; they've been there since the Cold War started. Every Swabbie on here that sailed out of Pearl can attest to that.

Not sure the depth of effectiveness, I am guessing this is as much for posturing than real intelligence gathering. Russia today is like an old Hollywood actress whose glory days are behind her. Debbie Reynolds a few years ago in an interview tried to keep her chin up, but no longer was she young and beautiful. I do not want to say I felt bad for her, but I cannot find another word to use. The Russian Pacific Fleet is sorely hurting, dreaming of its soviet glory days. It seems to me most of their ships are patched up, and put to sea, patched up, and put to sea. I can only imagine how hard the spare parts are hard to find. I cannot find words to describe the sadness of the Russian Navy. So let me use disastrous.
