In his memo to the IG's office, Baum said it is the Small Business Administration, and not his office, that is "responsible for determining eligibility and ensuring compliance" with the SDVOSB rules. This sounds like horseshit to me. I think both agencies should practice due diligence. It seems if an agency funds and prolmugates a program for veteran own businesses that they would not do it blindly.

TY for the kind words. In the budget world the cardinal rules are Purpose, Time, and Amount. The Purpose is to fund contracts to businesses owned by disabled veterans. It should be in the their vested interest to get this right. The POTUS ran afoul of the cardinal rules of budget of Time and Amount. Just my two cents. SSG Robert Mark Odom

Trump violated the Purpose as well. The Purpose of the Ukraine funds was military aid, but Trump tried to repurpose the funds for an investigation. MAJ Ken Landgren
