German Armed Forces Proficiency Badge (Gold)

I earned the German Armed Forces Proficiency Badge while in ROTC. Do I have to have a U.S. service ribbon to be able to wear it at USMA?

Yes, Reference Para 20-18a, DA PAM 670-1. Unless USMA goes by different uniform policies for cadets, not sure.

It appears the Cadet Uniform policy aligns with Army policy as well, so you must have a U.S. Ribbon/Medal to wear a Foreign Badge regardless.

My gut says yes because they let us do that in Basic if we had awards from the Guard or were prior service, by I would stick with what SSG Redmond has put out.
