I know the answer to the problem. Call back again after 3 minutes. If it is the same system at my VA the system gets too many calls and throws you into some hold position, but he operators don't see it. You will stay there for eternity. hang up and re-dial after a couple of minutes.

See CW3 Kevin Storm response. This is true. I've dealt with some of these systems before. Your call goes into a black hole. I usually give them five minutes and then hang up and call back unless the system gives me feedback as some do.

CW3 Storm, I guess my question is, why in heavens name, if they know the system does this, why the heck don't they fix it? It is ludicrous that they keep a significantly flawed system in place.

Maj Robert Thornton - Sir, as I hate typing, I will give you the short answer, because people above reality think anything over a given dollar amount should be given to Contracting. Contracting in turn will check to see if this can go out to a special category small business. If it is a yes they bid on it, if it is no, the big contractor's bid on it. If big contractor gets the contract, and a small business thinks they should of gotten it, it gets protested. Meanwhile, during all of this, other contracts are going into play like switching out phones, or computers or some other thing. Some other process go on, to long to list, but eventually the contract gets awarded. By then the scope of the contract may have changed because we are no longer using ABC VOIP phone, the facility has gone with XYZ Super VOIP phone, and now the contract is not the same and the damn process may start all over again. Or the company has no fracking clue how to fix the problem and it just keeps going on. This is why stuff in government is fracking expensive, and so fracking slow. That is the Reader's Digest Condensed version, your results may vary.

CW3 Kevin Storm the real short version would be SNAFU!
It should not, but still does, amazes me the unmitigated waste of time and money the Gov't allows. Something needs to change within the entire structure of government contracting.
