The commander's responsibilities are provided in AR 600-20 5-5 g.
Mine delegated the counseling to me, as authorized in the same, and briefed the commander on the status of the program. The commander personally met with each Soldier with a FCP, and was the sole approving authority for DA Form 5305.

All programs belong to the commander.
As 1SG, I tracked all programs, and met with each Soldier and NCO who were responsible for the programs that were delegated (most are), and their NCOSC.
I ensured they had the references, checklists, inspection checklists, and prior inspection results, etc. My meeting with their NCOSC ensured they had time, as well as received credit for those additional duties on awards, NCOERs, etc.
I explained how to manage the program, document program actions, and provided them the correct file numbers/names, and how to manage the files (time period requirements).
I spot checked the programs, and kept the commander updated.

When I was a commander I was responsible for making sure everyone who was required to have a plan on file did so. I also did spot check verifications and sometimes found that people didn't know they were a designated caregiver because someone else had signed for them. I also asked to see a certain percentage of power of attorney forms. Saved us a lot of headaches
