IRR packet returned but AR 140-10 shows that I should be within an allowable time frame to go IRR. Can someone advise?

I’m trying to find an answer about a voluntary IRR packet (USAR) I submitted that was returned.
My statutory obligation is long passed because I was prior active duty.
My ETS is 20 JUN 2021.
I wanted to go IRR because I am currently a mil tech employee but recently found a DAC position (starting mid-February) that does not require military membership AND I’m just completely burnt out.
AR 140-10 states that service members must have at least 90 days left on either the contractual or statutory obligation (whichever expires later).
I have 5 months left, approximately 150 days...but the Readiness Division returned my packet, stating, “ETS is 20 JUN 2021. Please submit ETS 90 days prior to ETS date.”
Can anyone provide regulation or policy that would support their stance on not performing the IRR transfer action when I clearly have enough allowable time as per the regulation?
I’m trying to make it so I can return my gear before my ETS AND not become an Unsatisfactory participant in the process...
I have been wanting to get out for a few years but the dual-status employment condition that was required stopped me from leaving, as I would have had to leave my civilian employment with the Army as well. And putting food in my kids’ mouths is a priority for me these days...
(Note: I submitted a different IRR packet a day prior to submitting mine and received the transfer order for that Soldier already. Granted the first one isn’t ETSing THIS summer like I am...but still.)

You have a particular situation, so I personally don't know if you are free and clear yet for the IRR.
Push your inquiry up to IG or JAG, failing that go to your congressman. Realistically, with a Jun 2020 ETS you have a HARD OUT, and by time you get any traction by pushing it up you'll be in May/June.
June will be here before you know it. It's only 4-5 more BA's. Throw in a few request for RST's and excused absences and see what happens.

I am somewhat confused on what you are asking and why you want to transfer to the IRR. Do you lose your reserve unit position if you give up the technician job? I know the technician job requires USAR membership but I am not sure it goes the other way. Can you take the new Army Civilian job and remain a member of the reserve unit until your ETS?
Finally, have you raised this up the chain of command. In my Reserve experience, commanders weigh heavily on personnel actions and getting a battalion or brigade commander to endorse your request could help. I think a logical explanation on why this is in the best interest of you and the Army (so you can take an Army civilian position) would definitely help.

I can remain a member until my ETS...
I would just rather not.
I’ve seen how the reserves is going and how my specific command has been operating AND how they’ve been handling the Covid situation and I don’t want to be a part of it (if I legitimately have a right to go IRR, which is what I’m trying to figure out).
I’m trying to see if there is an explanation as to why I cannot submit an IRR transfer (according to the RD) when the regulation states it can done for Soldiers with over 90 days until ETS.
*I’m not trying to sound whiny or entitled. If I come across that way, I don’t mean to. The military has provided a lot of benefits and opportunities for me. I’m just personally over being an enlisted service member.
