If your orders spell out Headquarters then you can easily go to the Division HSC/HHC or within the Division BN... It's the vague ones that say Brigade is when you can end up at any given unit.

From the units on Bliss I would be looking on the East side of El Paso. Plenty of rentals and new construction off of Zaragoza ( east of 375) plus the prices for the same house is several thousands cheaper on the east side.
