I'm prior service and want to reenlist. Would having a nautical star tattoo on the top of each hand prevent me from being able to join?

Sounds like a recruiting question, one that a person would ask to a recruiter, about being recruited, by a recruiter, since they are the ones who handle recruiting.

Are you referring to having tattoos and wondering if they will exclude you from getting back in?

I mean, I've seen a few hand and finger tattoos in the Air Force.
