The Army isn't struggling to retain good leaders, we've been retaining record percentages of soldiers the last several years. The last fiscal year we retained around 90% of eligible Soldiers.
Infantry NCOs do have reenlistment bonuses, and have almost always had them. The difference is supply and demand. You can promote a Specialist into a Sergeant and fill that position. But you can't promote civilians into Soldiers.

Well I'm not sure if it's just 18th airborne Corp or just the 101st then because the only time I've ever seen an MTOE platoon was when it was in GRF. Otherwise I saw a lot of E6 PSGs and E5 squad leaders throughout my career.
And the best ones ended up getting out because the army couldn't give them a reason to stay in other than the promise of more duties because they were competent.
I'm sure I'm not the only one who saw this.

Draw downs, RIF actions, forced re-classing and huge reenlistment bonuses are hallmarks of the Army personnel system!
WHY? Cannot anyone accurately forecast, ‘needs of the Army’, and ensure some stabilization of military careers?

Twenty years doesn’t seem that long. When a young enlistee’s dreams of a fixed career path can vanish so quickly, it should be a concern of recruiters promising ‘anything’.

Because every other year the NDAA changes the amount of Soldiers authorized. In the last 7 years I've seen the slow reduction of the end of the surge, the speedy targeted RIF, and then two years later a massive end strength increase.
