I'm scheduled to go ALC at Ft. Lee, VA 3 Jan 2021. The problem is I still don't have orders, my DTS is stuck at level 15, and my entire COC is on leave. My readiness and training NCOs are aware of the situation and are trying to get me square. My plane ticket is purchased should go and just let my unit figure it while I'm there?

Your leadership at some level is present. Call up instead of across. Contact the Battalion and BDE if necessary. Never travel without orders unless you have something in writing.

Absolutely, just because they're on leave doesn't mean they shirk their responsibilities

CSM knows what it's all about. This is solid advice, OP. If you travel without orders, you will fail to be at your legally assigned place of duty. If you travel without DTS, you will have to move heaven and earth to get paid (not really, but it'll feel like it), and getting repaid in a timely manner will not happen.

I have to say I've changed my tune on this, SGT Pierce Hill. You're facing a tough fight either way, and you have to pick your battles.

CSM is still right about the leadership being present at SOME level, but if I were you I'd still go report for class even if the local unit hasn't squared you away beforehand.

That threat of HQDA bar and needing a GO to sign off on a new class date that changes the bottom line for me. They didn't have that when I was in, 4 years back. Without the bar in place, I'd say to hang tight at your unit until the leadership sets you up for success so you don't get screwed on the cost of travel and on showing up without orders. HOWEVER...

If HQDA makes it punitive for a SM to fail to report at that NCOES class when and where they say, then you can't and shouldn't be held responsible for your unit's failure to provide the orders that HQDA required of them.

(I say this ASSUMING THAT YOU exhausted all reasonable courses of action to resolve this issue, and your leadership went on leave anyway. If you had a hand in the failures you mention in your post, prepare to have those highlighted for you.)

But if you made every good-faith effort to get squared away in a timely manner, then maybe when you are trying to get reimbursed later it will make enough of a stink that the CoC notices and looks into why you had to depart HOMESTA on your own initiative instead of that being supplied by your leadership with what you need to be right, look right, and do right.

Yes, you COULD remain at HOMESTA and fail to report to your NCOES; that would force you to bring up this situation to a GO when you ask for the 4187 for a new class date. That would solve it, in a way, but it would mess up your career path while also ticking off everyone in the CoC between you and that GO. So... maybe not the preferred technique, as they say.

just be aware that if you do go and they don't get it figured out, you will not get reimbursed for anything. I make it a practice to never go anywhere without an approved DTS.

As a person that is currently 18 months deep in my wait for reimbursement.... I would not go until it was squared away, but that is just me.
