If a soldier is reduced from E-5 to E-4, is re-attending BLC necessary in order to earn back the rank of E-5?

Have looked in 600-8-19 already and haven’t found anything specific. Soldier has already attended BLC equivalent (WLC) in the past.

You should not have to attend again. If your leadership believes you have something to gain by going, you should readily attend.

They wouldn't let him go back anyway. The ATRRS quota source manger would kick it back for having already been completed. These slots are valuable, They don't waste them.

They don't have to and can't anyway. ATRRS would kick it back.
It's too bad, though. I think that this Soldier would benefit from going back and perhaps learning the lessons that obviously did not sink in well when he was reduced
