I've heard its the first GO in the chain-of-command. Is that still the case?

Unless it has changed the regs typically state that one must not be sent to an NCOES with out a passing APFT.

That's true, but can HRC reschedule the Soldier since he's fully qualified, without a GOs involvement?

I’m pretty sure it’s a chain of command judgement call at this point; depending on what’s been communicated to HRC.SSG (Join to see)

It requires a DA 4187 signed by the first GO in the CoC. Is all in the HRC website.
