What's the requirement for a Soldier who failed an APFT before attending an NCOES (e.g. SLC), not while attending, to be re-enrolled?

I've heard its the first GO in the chain-of-command. Is that still the case?

Unless it has changed the regs typically state that one must not be sent to an NCOES with out a passing APFT.

That's true, but can HRC reschedule the Soldier since he's fully qualified, without a GOs involvement?

It requires a DA 4187 signed by the first GO in the CoC. Is all in the HRC website.
