Provided data analysis efforts and direct support for Operation Iraqi Freedom and Operation Enduring Freedom testing; identified key performance capabilities and limitations and optimized systems to defeat rapidly emerging Improvised Explosive Device threats and provided in-depth technical reports on system performance.

Developed and executed a $70M JTRS test, evaluation, and certification program for software programmable radio technology to be used to meet Department of Defense requirements. Planned, coordinated and controlled a 62 person test laboratory with a budget of $12M. Oversight of and coordinated the Joint Interoperability Test Command (JITC) JTRS effort with a budget of $1M. Chaired the Joint Test and Evaluation Integrated Product Team and co-chaired the Software Communications Architecture (SCA) Board, which sets guidelines for building and testing waveforms to ensure interoperability and easier integration.
