Its sadly a pandora's box. It may crush the Navy from a leadership perspective. Who would want to be a commanding officer knowing that any sailor who dies on their watch will be a homicide charge? Do Generals get prison for ordering charges that are unsuccessful and result in soldier deaths?

The one skipper was in bed, asleep. All junior officers pass squadron level certifications. So at some point in time, all the JO's "passed/certified" by the skipper, get squadron level investigation to make sure everything's kosher.

Yes Capt Dwayne Conyers former Cmdr. Bryce Benson of the USS Fitzgerald and former Cmdr. Alfredo J. Sanchez of the USS John S. McCain are among those charged, according to USNI News. Additionally, two lieutenants and one lieutenant junior grade of the Fitzgerald also face charges, the Navy said.
Among the charges are dereliction of duty, hazarding a vessel and negligent homicide.
A Chief Petty Officer on the McCain also was charged with dereliction of duty. And administrative actions -- including non-judicial punishment -- will be taken for crew members of both ships, the Navy said.
To be honest I suspect these are scapegoats and hopefully the Article 32 investigation will get to ground truth. Hopefully the Article 32 will be performed professionally and the Flag officer review will accept their report.
My oldest son who served with 3rd BN 75th Ranger Regiment was recommended acquittal by a Article 32 investigation at Fort Benning in 2011. The Post commander ignored the findings, sadly.
That two star is now a four star general.
