I don't get why he's not charged with murder.

From the article: "Brown has been charged with kidnapping and could face the maximum penalty of life in prison if convicted, the DOJ reports."

I wonder why he hasn't been charged with premeditated murder? Maybe that will follow in the days to come. This is sad in so many ways.
